Important note: the 2026/27 organisational carbon baseline has not been populated with invented figures. The company will establish the baseline using actual activity data and current UK Government conversion factors, after which quantified reduction targets will be formally approved.

1. Executive Commitment

J J E Electrical Contractors Ltd, part of the J J E Group, recognises the importance of reducing greenhouse gas (GHG) emissions and addressing climate change. We are committed to reducing the carbon impact of our business and to achieving Net Zero greenhouse gas emissions across our organisational footprint by 2050 or sooner, subject to the availability of appropriate technologies, infrastructure and credible decarbonisation measures.

This Carbon Reduction Plan sets out the principles, governance, measurement arrangements, reduction measures and improvement programme that will guide our journey to Net Zero. It is designed to support responsible business practice, customer requirements, tendering, supply-chain expectations and continual environmental improvement.

2. Purpose

The purpose of this plan is to:

• establish a structured approach to measuring and managing carbon emissions;
• identify the main sources of emissions associated with our operations;
• prioritise practical carbon-reduction measures;
• reduce energy, fuel, material and waste consumption;
• improve the efficiency of our vehicles, premises, equipment and operations;
• engage employees, suppliers and subcontractors;
• monitor progress against measurable objectives; and
• provide a transparent framework for our Net Zero commitment.

3. Scope

This plan applies to J J E Electrical Contractors Ltd and activities undertaken on its behalf. It covers emissions associated with offices and other operational premises, company vehicles and business travel, purchased electricity and relevant purchased goods and services, waste, water, logistics and other material sources of greenhouse gas emissions.

Where reliable data is available, the company will assess Scope 1, Scope 2 and relevant Scope 3 emissions. Scope 3 categories will be prioritised according to materiality, data availability and influence.

4. Net Zero Commitment

J J E Electrical Contractors Ltd commits to achieving Net Zero greenhouse gas emissions by 2050 or sooner. Our approach will prioritise genuine emissions reduction before the use of any residual-emissions measures. We will not treat the purchase of carbon offsets as a substitute for reducing our operational emissions.

The company will periodically review whether an earlier target is credible and appropriate as better emissions data, technology and supply-chain information become available.

5. Baseline and Carbon Accounting

The company will establish a formal organisational carbon baseline for the 2026/27 financial year. We will collect activity data for relevant emissions sources and calculate emissions using the most appropriate current UK Government greenhouse gas conversion factors.

The UK Government publishes annual conversion factors for calculating emissions from activity data such as fuel use, electricity consumption and travel, and provides factors for Scope 1, Scope 2 and Scope 3 reporting. The 2026 factors are the current reference set for 2026 reporting.

The baseline will be documented and retained so that future performance can be compared consistently. Where data is initially estimated, assumptions and estimation methods will be recorded and improved as better data becomes available.

6. Scope 1 Emissions

Scope 1 emissions are direct emissions from sources owned or controlled by the company. For J J E Electrical
Contractors Ltd these may include:

• fuel used in company-owned or controlled vehicles;
• fuel used in company-controlled equipment or generators;
• natural gas or other fuels used at company premises, where applicable; and
• other direct combustion sources identified through the baseline assessment.

The company will seek to reduce these emissions through vehicle efficiency, electrification, reduced idling, efficient equipment and reduced fossil-fuel consumption.

7. Scope 2 Emissions

Scope 1 emissions are direct emissions from sources owned or controlled by the company. For J J E Electrical Contractors Ltd these may include:

• fuel used in company-owned or controlled vehicles;
• fuel used in company-controlled equipment or generators;
• natural gas or other fuels used at company premises, where applicable; and
• other direct combustion sources identified through the baseline assessment.

The company will seek to reduce these emissions through vehicle efficiency, electrification, reduced idling, efficient equipment and reduced fossil-fuel consumption.

8. Scope 3 Emissions

Scope 3 emissions arise from activities within the wider value chain. Relevant categories may include purchased electrical materials and equipment, subcontracted services, waste, business travel, employee commuting, upstream transportation, fuel- and energy-related activities and other purchased goods and services.

The company will prioritise the Scope 3 categories that are material to its activities and for which credible data can be obtained. We will work with suppliers and subcontractors to improve emissions information and encourage lowercarbon options.

9. Carbon Reduction Targets

The company will use the 2026/27 financial year to establish its verified baseline. Following completion of the baseline, the Directors will approve quantified annual reduction targets.

The initial strategic targets are:

• achieve Net Zero GHG emissions by 2050 or sooner;
• reduce energy and fuel consumption through efficiency and behavioural measures;
• progressively transition company vehicles towards lower-emission and zero-emission options where operationally suitable;
• increase renewable or lower-carbon electricity procurement where appropriate;
• reduce waste and increase reuse and recycling;
• improve measurement and coverage of Scope 3 emissions;
• integrate carbon considerations into procurement and project planning; and
• review progress annually and strengthen targets as data improves.

No unsupported numerical baseline or percentage reduction is stated in this initial plan. Quantified percentage
targets will be added following the 2026/27 baseline assessment so that targets are evidence-based and auditable.

10. Decarbonisation Measures

The following measures will form the core of our carbon reduction programme:

Energy:

• LED lighting and efficient electrical equipment.
• Improved heating controls and thermostat management.
• Elimination of unnecessary energy use.
• Energy monitoring and review.
• Consideration of renewable electricity and on-site generation.

Vehicles and Travel:

• Reduce unnecessary journeys.
• Plan work and deliveries efficiently.
• Minimise vehicle idling.
• Maintain vehicles properly for optimum efficiency.
• Transition suitable company vehicles to electric or other lower-emission alternatives.
• Promote remote meetings where practical.

Materials and Procurement:

• Reduce material waste.
• Improve ordering and storage to prevent damage and over-ordering.
• Consider lower-carbon products where they meet technical, safety and client requirements.
• Prefer durable and repairable equipment where appropriate.
• Engage key suppliers on environmental information and improvement.

Waste:

• Apply the waste hierarchy.
• Reuse and recycle suitable materials.
• Segregate waste streams.
• Improve management of electrical and electronic waste.
• Reduce packaging where practical.
• Use authorised waste contractors and maintain required records.

Projects:

• Consider carbon impacts during planning.
• Reduce unnecessary deliveries and return journeys.
• Coordinate works to reduce travel and rework.
• Protect materials from damage.
• Avoid defects and rework because wasted labour and materials create avoidable emissions.

11. Carbon Reduction Hierarchy

Our preferred hierarchy is:

1. Measure and understand emissions.
2. Avoid unnecessary activity and consumption.
3. Reduce energy, fuel, material and waste use.
4. Improve efficiency and operational practices.
5. Substitute high-carbon technologies or fuels with lower-carbon alternatives.
6. Procure renewable or lower-carbon energy where appropriate.
7. Address genuinely residual emissions using credible measures only after reasonable reductions have been
achieved.

The company will avoid presenting carbon offsetting as equivalent to direct emissions reduction.

12. Environmental and Operational Integration

Carbon reduction will be integrated with the company’s Quality, Environment and Occupational Health & Safety management arrangements.

Carbon considerations will be incorporated, where proportionate, into procurement, project planning, logistics, vehicle management, waste management, energy use, supplier selection, training and management review.

Measures must not compromise electrical safety, legal compliance, product suitability, workmanship, client requirements or the health and safety of workers and the public.

13. Procurement and Supply Chain

The company will progressively consider carbon performance within procurement decisions. Where practical and relevant, suppliers may be asked for environmental information, product data, recycled-content information, packaging arrangements, environmental certifications or emissions information.

The company will seek to engage suppliers rather than impose unrealistic requirements. Lower-carbon alternatives will only be selected where they are technically suitable, safe, compliant and commercially reasonable.

14. Employee and Subcontractor Engagement

Employees and subcontractors are encouraged to contribute ideas that reduce energy, fuel, waste and material
consumption.

Awareness may include:

• switching off equipment;
• efficient vehicle use;
• reducing idling;
• avoiding unnecessary journeys;
• correct waste segregation;
• preventing material damage;
• efficient ordering;
• reporting environmental incidents; and
• suggesting practical carbon-saving improvements.

15. Carbon Data Management

The company will maintain appropriate records to support carbon reporting. Data may include electricity bills, fuel purchases, vehicle mileage, business travel, waste records, energy invoices, procurement information and supplier emissions data.

Where data is estimated, the company will document the basis for the estimate. The Directors will seek to improve data quality over time and maintain consistent boundaries and calculation methods so that year-on-year comparisons are meaningful.

16. Monitoring and Key Performance Indicators

The company may monitor:

• total annual tCO2e emissions;
• Scope 1 emissions;
• Scope 2 emissions;
• relevant Scope 3 emissions;
• electricity consumption;
• fuel consumption;
• vehicle mileage;
• percentage of suitable vehicles transitioned to zero-emission or lower-emission alternatives;
• waste volumes and recycling rates;
• business travel;
• material consumption where data is available;
• supplier carbon data coverage; and
• carbon intensity measures such as tCO2e per £m turnover or other suitable activity measures.

The final KPI set will be confirmed following completion of the baseline assessment.

17. Governance and Responsibilities

The Directors have overall responsibility for the Carbon Reduction Plan and Net Zero commitment.

Management will:

• coordinate carbon data collection;
• maintain the emissions baseline;
• implement agreed reduction measures;
• monitor performance;
• communicate objectives;
• review supplier and project opportunities; and
• report significant issues to the Directors.

All employees and subcontractors have a role in reducing avoidable emissions and following environmental procedures.

18. Training and Awareness

Relevant personnel will receive appropriate information, instruction or training on the company’s environmental and carbon objectives. Personnel with responsibilities for procurement, fleet, facilities, project management or environmental monitoring may receive additional guidance where appropriate.

19. Environmental Incidents and Corrective Action

Environmental incidents, significant spills, waste breaches, unnecessary pollution or other events that may increase environmental impact will be reported and investigated.

Where appropriate, corrective and preventive actions will be recorded, assigned and monitored. Lessons learned will be used to improve the Carbon Reduction Plan and wider environmental management system.

20. Review and Continual Improvement

This plan will be reviewed at least annually and sooner where there are significant changes to business activities, fleet, premises, supply chain, legislation, client requirements, emissions data or available technology.

The annual review will consider performance against targets, the quality of emissions data, progress on reduction measures, new opportunities and whether the Net Zero pathway remains credible and sufficiently ambitious.

21. Transparency and Tendering

Where appropriate, J J E Electrical Contractors Ltd may provide this Carbon Reduction Plan to clients, principal contractors, procurement bodies and other interested parties.

The company will ensure that any published emissions figures are supported by appropriate records and that assumptions and calculation methods are stated where relevant.

For public procurement, the company will review the requirements of the relevant tender and any applicable current Procurement Policy Note or technical standard. The current UK Government PPN 006 framework requires relevant suppliers to submit a Carbon Reduction Plan for in-scope central government procurements above £5 million per year, where the measure is applicable and proportionate.

22. Commitment to Net Zero

J J E Electrical Contractors Ltd confirms its organisational commitment to reducing greenhouse gas emissions and achieving Net Zero by 2050 or sooner.

We recognise that achieving this objective will require sustained action rather than a single initiative. Our approach will therefore be based on measurement, practical emissions reduction, investment in efficiency and lower-carbon technologies, supply-chain engagement, employee participation, transparent reporting and continual improvement.

This commitment is approved by the Directors and will be reviewed annually.
